الوصف الوظيفي:

الغرض من الوظيفة:

سيكون منسق المشروع مسؤولاً عن التنسيق وإدارة تنفيذ المشاريع الإنسانية، تحت إشراف مدير برنامج الطوارئ والإنسانية، وبالتنسيق الوثيق مع الإدارات الفنية والإدارية الأخرى بما في ذلك الشركاء المحليين المنفذين.

أبعاد الدور:

تحت الإشراف المباشر لمدير برنامج الطوارئ والإنسانية، يتولى منسق المشروع مسؤولية التحضير والإشراف على تنفيذ جميع مكونات المشروع بالتنسيق مع الشركاء وفرق العمل الميدانية. سيكون المنسق مسؤولاً أيضاً عن ضمان جودة البرمجة ورصد المشاريع الإنسانية والطوارئ الموكلة، مع العمل عن كثب مع الوظائف الداخلية الأخرى مثل المراقبة والتقييم (M&E)، العمليات، المالية، المنح، وما إلى ذلك.

المهام الرئيسية:

1. إدارة المشروع والتنسيق:
   • تنسيق الأنشطة بين جميع الشركاء المعنيين.
   • الإشراف على تنفيذ المكونات المختلفة للمشروع وضمان الالتزام بالخطط الزمنية والمعايير المتفق عليها.
   • التنسيق مع فرق العمل الميدانية لضمان سير العمل بالشكل الصحيح.
2. رصد وتقييم الأداء:
   • متابعة تنفيذ المشاريع الإنسانية، وضمان مطابقتها لأعلى معايير الجودة.
   • العمل على تقييم تقدم المشاريع وتحديد أي مشكلات قد تواجه التنفيذ.
   • إجراء التقارير الشهرية والمالية لضمان ضبط الإنفاق وفقاً للميزانية.
3. إعداد التقارير وإدارة الميزانية:
   • كتابة التقارير المالية والفنية المتعلقة بالمشروع.
   • متابعة الإنفاق للمشروع ضمن البيئة السريعة ومراجعة التقارير المالية الشهرية.
   • التنسيق مع فرق المالية والمنح لضمان توزيع الميزانية بشكل فعال.

المؤهلات المطلوبة:

1. المؤهلات الأكاديمية:
   • درجة بكالوريوس في العمل الاجتماعي، علم النفس، السوسيولوجيا، العلاقات الدولية أو أي مجال ذو صلة.
   • درجة الماجستير تعتبر ميزة إضافية.
2. المؤهلات المهنية:
   • من 5 إلى 10 سنوات من الخبرة في مجال تنسيق المشاريع الإنسانية أو ذات الصلة.
   • خبرة سابقة في العمل مع المنظمات الدولية.
3. المهارات الشخصية:
   • مهارات تنظيم وتنسيق ممتازة.
   • القدرة على إدارة الوقت وضغط العمل.
   • مهارات تواصل ممتازة باللغتين العربية والإنجليزية.
4. المهارات التقنية:
   • مهارات في إدارة الميزانية ورصد الإنفاق.
   • إلمام جيد باستخدام برامج Microsoft Office (Word، Excel، PowerPoint).
   • القدرة على العمل ضمن بيئات متعددة المهام.

Job Description:

Role Purpose:
The Project Coordinator will be responsible for the coordination and management of the implementation of humanitarian projects, under the supervision of the Humanitarian and Emergency Program Manager in close coordination with other technical and support departments including local implementing partners.

Dimensions of the Role:
Under the direct supervision of the Humanitarian and Emergency Program Manager, the Project Coordinator is responsible for the preparation and oversight of the implementation of all project components, in close coordination with partners and field teams. The coordinator will also ensure quality programming and monitoring of assigned humanitarian and emergency projects, while working closely with internal support functions such as M&E, Operations, Finance, Grants, etc.

Key Responsibilities:

1. Project Management and Coordination:
   • Coordinate activities among all relevant partners.
   • Oversee the implementation of various project components ensuring adherence to timelines and agreed standards.
   • Coordinate with field teams to ensure smooth project delivery.
2. Monitoring and Evaluation:
   • Ensure the projects are implemented in accordance with the highest quality standards.
   • Regularly evaluate project progress and identify any issues that may affect implementation.
   • Prepare monthly financial and progress reports ensuring budgetary control.
3. Reporting and Financial Management:
   • Prepare financial and technical reports related to the project.
   • Monitor project expenditures in a fast-paced environment, reviewing monthly financial reports.
   • Coordinate with finance and grants teams to ensure the effective allocation of funds.

Qualifications Required:

1. Academic Qualifications:
   • Bachelor's degree in Social Work, Psychology, Sociology, International Relations, or any related field.
   • A Master’s degree is an asset.
2. Professional Experience:
   • Between 5 and 10 years of experience in coordinating humanitarian projects or similar fields.
   • Previous experience working with international organizations.
3. Soft Skills:
   • Excellent organizational and coordination skills.
   • Ability to manage time and work under pressure.
   • Excellent communication skills in Arabic and English.
4. Technical Skills:
   • Financial management and budget monitoring skills.
   • Proficient in Microsoft Office (Word, Excel, PowerPoint).
   • Ability to work in multi-task environments.
