The Inter-American Development Bank (IDB) is seeking a highly detailed and experienced Contract Administration and Process Coordination Consultant to significantly enhance the operations of the External Affairs and Communications (EXC) Department in Washington DC.
This pivotal role, situated within the Manager's Resource Management team, is crucial for maintaining operational excellence, cost-containment, and strict financial compliance across the department's activities. The consultant will ensure meticulous management throughout the full contract lifecycle, from negotiation support to budget execution.
Core Responsibilities & Technical Compliance Focus:
The consultant will be instrumental in bridging the gap between operational needs and stringent IDB corporate standards. Key daily activities include:
- Contract Lifecycle Mastery: Managing the full request lifecycle (initiation, tracking, monitoring) for both Consulting Firms and Individual Consultants. This includes proactive resolution of discrepancies and ensuring strict adherence to IDB regulations and Procurement rules.
- Financial Compliance & SAP: Overseeing all financial aspects of contracts, including meticulous expenditure tracking, invoice verification, payment authorization (A/P functions), SAP budget commitment management, and coordinating the annual accrual process.
- Process Optimization & Risk: Leading the analysis and continuous improvement of internal processes. Ensuring all contract administration complies with internal policies, legal requirements, and best practices, including identifying and mitigating contractual risks and liabilities.
- System Management: Supporting the EXC service portal (ServiceNow), managing and responding to internal requests, and driving the continuous improvement of the ticketing system.
- Strategic Reporting: Acting as a strategic partner by extracting, analyzing, and visualizing corporate data to prepare ad hoc and management reports (status, financials, KPIs) that support data-driven decision-making.
Qualifications and Experience:
- Education: Bachelor’s degree (or equivalent) in Accounting, Finance, Business Administration, Internal Control, or related fields.
- Experience (Minimum): At least 2 years of progressive experience in relevant areas such as accounting, administration, auditing, finance, or budgeting.
- Contract Type: International Consultant Full-Time, 12 months (up to 36 months).
- Language Proficiency: Proficiency in Spanish and English (spoken and written) is mandatory. French and Portuguese skills are a valuable plus.
- Citizenship: Must be a citizen of one of the 48 IDB member countries.
