المؤهلات المطلوبة:
- درجة البكالوريوس
- خبرة أقل من سنة
- إجادة اللغة العربية جيدًا
- إجادة اللغة الإنجليزية جيدًا
- إجادة اللغة الفرنسية جيدًا
المهام والمسؤوليات:
- التخطيط الاستراتيجي للرصد والتقييم:
- إعداد رؤية وخطة استراتيجية للرصد والتقييم للمشروعات والبرامج المدعومة من قبل المنظمة.
- تطوير الإطار العام للرصد والتقييم للمشروعات المختلفة، بما في ذلك المراجعة الدورية للمشروعات، وتقييم الأثر، والتقييم النهائي.
- تطوير خطة رصد الأداء (Performance Monitoring Plan) وأنظمة جمع البيانات للمشروعات المنفذة.
- دعم الفريق البرامجي:
- دعم فريق البرنامج، الإدارة، وكتّاب المقترحات في إعداد المقاييس الأساسية والأهداف، وإعداد أطر منطقية (log frames) وخطط العمل الخاصة بالرصد والتقييم أثناء صياغة مقترحات المشاريع للمانحين.
- إدارة بيانات الرصد والتقييم:
- التعاون مع موظفي البرنامج لتطوير وتوحيد نماذج جمع البيانات لرصد المشاريع والبرامج.
- تدريب الموظفين على أدوات الرصد والتقييم، وجمع البيانات وتحليلها، بالإضافة إلى تقنيات المسح والعينات الأساسية.
- الإشراف ودعم جمع وتحليل البيانات لتلبية جميع متطلبات التقارير وقياس الأثر.
- الزيارات الميدانية وتوثيق الدروس المستفادة:
- إجراء زيارات ميدانية منتظمة لمواقع المشاريع لضمان جودة البيانات المجمعة وجمع تعليقات من المجتمع المستفيد عن المشاريع المنفذة.
- تحديد وتوثيق الدروس المستفادة وأفضل الممارسات، وتطوير دراسات حالة لالتقاط النتائج النوعية للمشروع.
- تقديم المشورة لتحسين أداء المشروع باستخدام نتائج الرصد والتقييم.
- إعداد التقارير والعروض التقديمية:
- إعداد تقارير عن نتائج الرصد والتقييم وتقديم العروض بناءً على بيانات الرصد والتقييم حسب الحاجة.

Job Vacancy at AFEL NGO: Monitoring and Evaluation (M&E) Officer Needed in Lebanon
About the Organization:
AFEL NGO is a non-governmental organization that works to improve the social and educational conditions of children in Lebanon. The organization is dedicated to protecting human rights and enhancing education, focusing on children’s welfare and promoting safe environments free from social risks such as child labor and early marriage.
Job Title: Monitoring and Evaluation (M&E) Officer
Location: Lebanon
Contract Type: Consultancy
Contract Duration: 5 months
Salary: N/A
Salary Range: Between $800 and $1200 USD

Required Qualifications:
- Bachelor’s degree
- Less than one year of experience
- Fluency in Arabic (good), English (good), and French (good)
Key Responsibilities:
- Strategic Planning for M&E:
- Develop a vision and strategic plan for the monitoring and evaluation of the organization’s supported projects and programs.
- Develop the overall framework for M&E, including regular project reviews, impact assessments, and final evaluations.
- Create and implement a Performance Monitoring Plan with relevant data collection systems for projects under implementation.
- Support Program Team:
- Assist program teams, management, and proposal writers in developing baseline measures, setting targets, creating log frames, and drafting M&E work plans for donor proposals and during project implementation.
- Data Management and Analysis:
- Work with program staff to develop and standardize data collection forms for monitoring projects and programs.
- Train staff on M&E tools, data collection and analysis, as well as basic surveying and sampling techniques.
- Oversee and support the collection, aggregation, and analysis of data to meet reporting requirements and measure the impact of interventions.
- Field Visits and Lessons Learned:
- Conduct regular site visits to project locations for process monitoring and ensure the quality and accuracy of data collected.
- Gather feedback from the beneficiary community regarding the implemented projects.
- Identify, document lessons learned, best practices, and develop case studies to capture qualitative outputs of the project(s).
- Reporting and Presentations:
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
