The Human Resources Assistant will report to the Human Resources Officer and Chief of Section. The Human Resources Operations team works closely with the Executive Offices and the HR Services Division in the Department of Operational Support. This team processes onboarding, separations, and complex entitlements (such as education grant, dependency allowance, and rental subsidy) for all New York-based staff.<\/p>\n<hr dir=\"ltr\" \/>\n<h3 dir=\"ltr\"><strong>Key Responsibilities<\/strong><\/h3>\n<p dir=\"ltr\">Within the limits of delegated authority, the Human Resources Assistant will be responsible for the following duties:<\/p>\n<h4 dir=\"ltr\"><strong>Recruitment and Placement<\/strong><\/h4>\n<ul dir=\"ltr\">\n<li>Process the onboarding of new staff through the Talent Management System or Inspira.<\/li>\n<li>Participate in the selection of candidates for General Service and Related Categories positions, including follow-up on the status of recruitment actions through the Talent Management System or Inspira and coordinating with relevant parties, selected candidates on visa matters, travel, and shipment arrangements.<\/li>\n<li>Assist in filling posts for all categories, including initiating and following up on reference checks and academic verifications, ensuring the completion of pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.<\/li>\n<li>Assist in organizing and coordinating competitive recruitment examinations.<\/li>\n<li>Oversee the maintenance of vacancy announcement files and tracking status of vacancy announcements.<\/li>\n<li>Review and process personnel actions through UMOJA.<\/li>\n<li>Advise staff on visa matters and onboarding.<\/li>\n<\/ul>\n<h4 dir=\"ltr\"><strong>Administration of Entitlements<\/strong><\/h4>\n<ul dir=\"ltr\">\n<li>Review and process requests for entitlements and claims such as rental subsidy, education grant, dependency allowance, and annual declaration of dependency benefits.<\/li>\n<li>Answer queries from staff of assigned organizational units or selected candidates regarding Staff Regulations and Rules, administrative instructions, and policies.<\/li>\n<\/ul>\n<h4 dir=\"ltr\"><strong>Staff Development and Career Support Training<\/strong><\/h4>\n<ul dir=\"ltr\">\n<li>Assist in the organization and conduct of training courses and workshops.<\/li>\n<li>Provide logistical and administrative support to trainers.<\/li>\n<\/ul>\n<h4 dir=\"ltr\"><strong>Classification<\/strong><\/h4>\n<ul dir=\"ltr\">\n<li>Assist in reviewing and processing requests for classification.<\/li>\n<li>Provide advice and answer general queries on classification procedures and processes.<\/li>\n<\/ul>\n<h4 dir=\"ltr\"><strong>General Duties<\/strong><\/h4>\n<ul dir=\"ltr\">\n<li>Conduct exit interviews and entitlement clearances for separating staff and assist them in final arrangements.<\/li>\n<li>Maintain HR-related automated systems and applications, including automated databases containing HR statistics, and prepare periodic reports.<\/li>\n<li>Undertake research on HR-related issues and assist in preparing notes\/reports.<\/li>\n<li>Provide general office support services such as processing, drafting, editing, proofreading, and finalizing correspondence and communications; perform budget preparation, input monitoring, and implementation in UMOJA; set up and maintain files\/records (electronic and paper); schedule appointments\/meetings, monitor deadlines, etc.<\/li>\n<li>Prepare written responses to HR-related queries.<\/li>\n<li>Train and supervise new and lower-level staff in the unit.<\/li>\n<li>Perform other duties as required.<\/li>\n<\/ul>\n<hr dir=\"ltr\" \/>\n<h3 dir=\"ltr\"><strong>Competencies<\/strong><\/h3>\n<ul dir=\"ltr\">\n<li><strong>Professionalism<\/strong>: Knowledge of human resources policies, procedures, and practices and ability to interpret and apply them in an organizational setting.
